Challenge:

The City of State Center, Iowa sought upgrades to its failing wastewater collection system and evaluated multiple approaches to replace aging infrastructure. The city was initially pursuing a field‑assembled solution with a cast-in-place dry well. As project requirements evolved, federal funding introduced the additional challenge of BABA and AIS compliance.

Solution:

Excel’s prepackaged solution provided an alternate design that was selected by State Center, IA after the bidding process was completed and at the recommendation of ISG. Designed to convey up to approximately 2.5 MGD, the fully integrated pump station was manufactured in Cleveland, OH and demonstrated BABA compliance at the product level. The end result was a durable system engineered to perform reliably in harsh wastewater environments.

State Center is a small rural town located near the geographic center of Iowa. The area, founded in 1964, has a population of just over 1,400 people. It's a very close-knit community with highly rated public schools and a notable portion of retirees. One of the city's main landmarks is the Rose Garden, hence the logo and nickname.

The Challenge:

The City of State Center, Iowa was in need of an upgrade for its aging wastewater collection system. Their current concrete system posed long-term durability concerns and no longer fulfilled the city's goals for performance and efficiency. As State Center evaluated options to replace their current structure, they initially favored a field-assembled system with a cast-in-place dry well. Excel Fluid Group was initially specified as an alternate on the project and entered the bidding process alongside other solutions as State Center explored procurement options.

To add further complexity, this project was supported by federal funding which triggered compliance requirements under the Build America, Buy America Act (BABA). These regulations were to be carefully addressed throughout the design phase to avoid complications with federal funding construction.

The Solution:

Though the city initially desired a field-assembled pump station, Excel's turnkey, prepackaged approach offered a more controlled alternative to delivery. By presenting a largely factory-built solution, Excel was able to reduce on-site coordination and construction risk, earning the city's approval to proceed with the project.

Excel Fluid Group provided clear guidance on BABA requirements by aligning the project team with the applicable interpretation for manufactured systems. As a fully integrated, prepackaged unit manufactured in Cleveland, OH, EFG's pump station demonstrated BABA compliance at the product level. The completed station met the City’s performance criteria, including a design capacity of up to approximately 2.5 MGD with two pumps in operation.
