Challenge:

A major expansion was taking place at the Donald C. Tillman Water Reclamation Plant in Van Nuys, CA. This pump station needed to be installed early on due to its location at the lowest point on-site. The timeline for this project was crucial due to future construction depending on the completion of this station.

Solution:

Excel was able to expedite production using in-stock materials. The design was delivered in just under eight weeks after submittal approval. The design accounted for future build-out, including discharge sleeves and hatches based on projected system needs.

The Donald C. Tillman Water Reclamation Plant is a major Los Angeles facility that treats and recycles wastewater, providing up to 80 million gallons per day of reclaimed water and supporting groundwater replenishment, irrigation, and environmental sustainability.

The Challenge:

The Donald C. Tillman Water Reclamation Plant was undergoing an expansion to increase treatment capacity with new facilities as part of the Los Angeles Groundwater Replenishment Project (LAGWR). A timeline goal for the overall project was to have designs finished by 2024 and the construction complete by winter of 2027. One of the earliest components was a new pump station.

Located at the lowest elevation on site, the station played a critical role in allowing the rest of the project to move forward. The completion of the station was necessary before additional infrastructure could be completed for further steps. This detail increased pressure on the project timeline and made speed one of the primary drivers for this case.

The project team emphasized the need for rapid delivery and was willing to pay a premium for an expedited delivery, though this came with a trade-off. To keep construction moving, key details about the final facility layout and system connections were still unknown. 

The Solution:

Excel addressed the compressed timeline by leveraging its warehouse inventory, allowing key components to be sourced immediately instead of relying on outside sources for procurement. After receiving the initial order on July 14th, Excel secured submittal approval just two weeks later and committed to a shipment date of September 22nd. The station design was also modified during the submittal phase in order to meet additional requirements from the city and maintain compliance without prolonging the project. 

With future site additions still undefined, the station was designed with flexibility in mind. Excel incorporated discharge sleeves and hatches based on anticipated system needs, allowing the station to adapt to future phases without significant redesign.
